1. Pilot: jurisdiction, population, legal vehicle, admissions, appeals, and oversight.
2. Buyer: committed volume, service quality, price, payment timing, remedies, and purchasing resources.
3. Deployment: site rights, operator, supplier quotes, integration, commissioning, maintenance, and asset life.
4. Budget: equipment, setup, operating costs, taxes, debt obligations, replacement allowance, cash timing, and protected reserves.
5. Rights: universal entitlement, capital reward cap and sunset, worker compensation, local benefits, and dilution.
6. Cash: universal share, replication share, capital reward share, residual buffer; total at most 100 percent.
7. Outcomes: delivered cost, quality, uptime, actual customer receipts, worker effects, access, and ecological limits.
8. Replication: additional buyer, site, operator, suppliers, and independent acceptance for the child.
9. Verification: responsible reviewers, records, treasury approvals, reconciled beneficiary receipt, and stop conditions.
